Corporate Services Officer

The above position is open to Chinese and Australian nationals.

Australian nationals must be able to obtain Chinese work visa and residence permit to be able to enter and remain in China to work for the Consulate. Due to current international travel bans and strict local entry restrictions because of COVID-19, Australian applicants are likely to face significant obstacles when seeking residence permits or entering China. Potential applicants should familiarise themselves with the latest restrictions and processes before applying. The Australian Consulate General Shanghai does not provide relocation assistance and any costs associated with taking up the position would be the responsibility of the successful candidate.

The successful applicant will be offered an initial fixed term contract of 12 months with the possibility for extension and are subject to a probationary period.

The annual basic salary for this position is CNY168,979 plus the employer’s social security contributions. Where the successful candidate is an Australian national, he/she will receive an allowance in lieu of the employer’s social security contributions. Australian Superannuation Guarantee Contribution (SGC) will be deducted from the allowance for an Australian tax resident.

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the position

The Corporate Services Officer position supports the Consulate’s delivery of enabling services in the areas of information and communication technology and systems, human resources (HR) and property. The position will also assist in the delivery of the key strategic priorities of the Consulate in accordance with the DFAT’s policies and procedures, Head Arrangement for delivery of enabling services to partner agencies at post and better practice principles.

The key responsibilities of the position include, but are not limited to:

  • Provide technical support in relation to the Consulate’s unclassified cabled and standalone network (Wi-Fi), troubleshoot first level IT and communication issues, liaise with local communications providers, RTO’s and departmental IT support.

  • Provide day-to-day IT services for basic or expert IT support requests or events, including hardware issues, printers, photocopiers, IT equipment, troubleshooting, system account activation, basic Microsoft Windows support, as required.

  • Deliver basic user training to new starters on ICT systems.

  • Manage and maintain operations of the post’s telephone and videoconferencing systems, automatic answering, voicemail and email groups, facsimile, and consular software and the Consulate’s intranet website.

  • Establish, develop, and maintain strong working relationships with a range of internal and external stakeholders, including telecommunication suppliers.

  • Manage post’s ICT equipment and registers, as well as procurement, replacement, and maintenance of ICT.

  • Undertake ICT condition reports to inform post’s assets disposal program and Asset Management Plans.  Conduct annual ICT equipment audits.

  • Manage mobile phones, laptops, desktops, and phone packages and oversee the technical operation of compound residential ADSL services.

  • Manage ICT records in accordance with policy and legislation, including accurate and up-to-date filing in DFAT’s electronic filing system (called EDRMS) for all ICT matters.

  • Support the Consulate’s CCTV and Hirsch access control systems and other ICT resources.

  • Provide advice to post management on HR, labour law, personnel, protocol and administrative issues.

  • Manage the recruitment, engagement, on-boarding and departures of Consulate staff

  • Process documentation and prepare reports relating to personnel activities (staffing, recruitment, training, grievances, performance evaluations etc).

  • Provide Locally Engaged Staff advice on and assist in the effective management of personnel matters including local employment law requirements, benefits, compensation, employee relations, performance appraisals, termination processes and WHS issues.

  • Support arrangements for repairs and maintenance of A-based leased residential properties and the HOP Residence, including supervising contractors and liaison with tenants, property owners and contract service providers across a variety of locations

  • Manage and maintain all leased property records and utilities and update all property acquisitions and leases in the appropriate databases.

  • Perform any other corporate duties as directed, including vendor/customer code creation and amendment, other back-up arrangements or training of back-up positions.


  • Proven ability to solve problems, determine priorities and meet agreed deadlines.

  • Ability to act quickly and flexibly with good judgment, in response to emerging or unexpected events.

  • A degree or work experience in ICT or another relevant discipline.

  • Fluent in written and spoken English and Mandarin, language skills, including a sound ability to interpret and translate between these languages.

  • Strong interpersonal skills and ability to work in a team to provide client services and deal with a wide range of clients from different cultural backgrounds.


· Previous experience working in a Consulate environment.
